As Deputy Director of Joint Commissioning, you will play a vital leadership role in shaping and driving this ambition – through strategic partnership, system-wide transformation, and person-centred commissioning that reflects the full life course, from childhood through to later life. This is a high-impact, forward-facing role, leading across organisations and through stakeholders commissioning and managing care services. You will have significant staff responsibility for a function seeking new and innovative ways to continuously improve service delivery. All of this is central to delivering our vision, the Oxfordshire Way: helping people to stay fit, healthy, and independent in their communities for as long as possible. Our broad and complex portfolio across adult and children’s services, combines operational expertise with strategic thinking to shape joined-up solutions that meet diverse needs, strengthening communities, and unlocking better outcomes. Working collaboratively in this integrated way enables partners to make better use of collective but finite resources and deliver more preventative, personalised, integrated and responsive services within the overall strategic direction of Oxfordshire’s Joint Health and Wellbeing Strategy and Better Care Fund Plan, the Council’s Corporate Plan, the BOB ICB’s Operational Plan and the relevant joint commissioning strategies agreed by the Partners. We use the opportunity of our extensive pooled budgets (Over £500m in 2024-25) and the strength of our partnership arrangements to lead the health and care agenda for Oxfordshire and our networks beyond. You’ll champion innovative, strengths-based commissioning that is evidence-informed, outcomes-driven, and formed through the shared ambitions of our long-term partners. Working collaboratively across the Integrated Care System, education and social care services, providers, and our communities, you’ll ensure that our commissioning infrastructure delivers value, sustainability and, above all, impact. You will hold oversight of statutory commissioning responsibilities, including governance and pooled budgets, and lead a multi-disciplinary team delivering excellence in commissioning, brokerage, innovation, and quality improvement. You will horizon scan the impact of legislative, policy or regulatory change to ensure our appetite to risk management and governance is resilient and fit for the future. As a senior leader, you will model our Delivering the Future Together values, be a visible presence across the system, and help shape the future of services in Oxfordshire. Your ability to bring people together, work across boundaries, and lead with purpose will be key to our continued transformation helping your teams deliver services that are greener, fairer and healthier for all.
