UTD Engineering & Design Authority is seeking a Development and Innovation Manager to join their leadership team, based at either the Almelo or Gronau site. In this role, you will lead the centre of excellence for Core Plant Design & Technology, Nuclear Safety, Physics, Chemistry, and technical Learning & Development across the entire Urenco Group.

The Engineering & Design Authority (E&DA) is a global function dedicated to providing comprehensive engineering services across Urenco. Its key responsibilities include:

  • Enhancing plant performance by supporting operational teams
  • Resolving complex technical and design challenges
  • Leading the design and delivery of Urenco’s Core Facilities
  • Providing governance, assurance, and expert design oversight
  • Offering engineering support to both Group and Site project teams
  • Serving an independent role in project assurance to uphold quality and safety standards

The Design Authority (DA) is also a global function focused on supporting Group and Site projects by delivering and assuring state-of-the-art plant designs. It ensures that all designs comply with safety regulations and licensing requirements. Additionally, the DA supports Urenco’s business operations through expertise in process technology, research and development, design, acceptance and commissioning, as well as optimization of plant utilization and maintenance.

At its core, the Design Authority acts as the ‘technical guardian’ of Urenco’s facilities. It is responsible for developing and maintaining the Design Intent, providing design assurance services to both the UTD and local sites, and serving as the centre of excellence for plant design and engineering expertise.

What you’ll do:

Strategic and Operational Leadership

  • Contribute to the development and execution of long-term strategies and operational plans for the E&DA function.
  • Ensure that development and innovation processes are efficient, scalable, and aligned with business needs and market conditions.
  • Support the Head of Design Authority and Global Design Authority Manager in realising departmental objectives.

Knowledge and Capability Development

  • Lead efforts to capture, retain, and evolve knowledge and skills within the organisation, particularly during periods of rapid growth or change.
  • Define, implement, and maintain a comprehensive learning and development programme for Design, Engineering, and Science roles across Urenco.
  • Oversee and maintain the Urenco Technical Library, including all Core Plant and Technology Intellectual Property.

Technical Governance and Design Intent

  • Define and uphold the Design Intent of Urenco facilities, ensuring alignment with operational best practices, safety principles, and commercial effectiveness.
  • Support the Engineering & Design Authority team in delivering high-integrity design solutions for special and major projects.
  • Ensure that all plant and facility designs meet safety, regulatory, and licensing requirements across nuclear, radiation, and chemical domains.

Leadership and Collaboration

  • Lead a high-performing team of experts in engineering, physics, chemistry, and process disciplines to support design and development across global operations.
  • Build strong relationships with E&DA colleagues, site operations, R&D, and Asset Management to facilitate knowledge sharing and technical collaboration.

Technical Expertise

  • Extensive knowledge of nuclear science, engineering, and high-hazard environments.
  • Strong understanding of nuclear safety systems and regulatory compliance.
  • Experience with knowledge management, prioritisation, and innovation processes.

Leadership Experience

  • Proven track record in managing and developing technical teams in complex, regulated engineering environments.
  • Experience working across international boundaries and influencing diverse stakeholders in a technical advisory capacity.
  • Strong strategic thinking and planning skills, with a focus on capability development and long-term value.
