Head of Housing Design and Delivery

Location: Manchester

Service: Capital Programme Service, Corporate Services Directorate

Rate: £300 – £400 per day (dependent on experience)

About the Role

• We are seeking an experienced and driven Head of Housing Design and Delivery to provide strategic leadership for the housing capital investment programme.
• This is a key interim position, responsible for overseeing the design, development, and delivery of high-quality housing projects that align with organisational priorities and community needs. The postholder will lead multi-disciplinary teams, both internal and external, to deliver programmes effectively, on time, within budget, and to the highest standards of quality, social value, and sustainability. You will act as a central point of coordination across the Council, contractors, and the wider supply chain to ensure the seamless execution of projects and the achievement of long-term housing objectives.

Key Responsibilities

• Provide strategic direction and leadership for the Design and Delivery function within the Capital Programme Service. Lead, coordinate, and motivate multi-disciplinary teams to deliver a wide range of housing projects. Ensure effective governance, compliance, and risk management processes are embedded from feasibility through to completion. Oversee the commercial performance of all projects, ensuring delivery in accordance with contractual and financial requirements.

You will bring:

• Extensive experience in housing, construction, or capital programme delivery.
• Strong leadership and stakeholder management skills.
• Proven ability to manage large budgets and oversee commercial performance.
• Experience leading multi-disciplinary teams and delivering complex projects from concept to completion.

Qualifications and Experience

• A higher-level qualification (e.g. BSc, BEng, MSc, MEng) in a relevant construction or business management discipline, or equivalent demonstrable experience.
• Chartered status (e.g. RICS, CIOB, ICE, or equivalent) is desirable.
• Strong understanding of housing strategy, capital programme management, and contract administration.
