PFI General Manager

We are recruiting for a PFI General Manager in London to ensure services under the Management Services Agreement are effectively delivered across both the construction and operational phases. The role offers flexible hybrid working, with 3 days working from home.

Summary:

Responsibilities Include:

  • Act as the key point of contact for the local authority, facilities management provider, and investors, managing relationships and resolving issues.
  • Ensure service delivery meets performance standards and contractual KPIs.
  • Manage risk, governance, and reporting obligations, providing regular updates to stakeholders.
  • Lead lifecycle planning, variations, and contract negotiations.
  • Develop and implement policies to ensure compliance with the Shareholders' Agreement and Project Documents.
  • Maintain business continuity plans and manage communication procedures.
  • Monitor construction progress, health and safety compliance, and manage project risks.
  • Conduct regular reviews of operations and maintenance activities, ensuring compliance with Project Documents.
  • Monitor the performance and compliance of Sub-Contractors and Service Providers.
  • Review performance reports, manage project schedules, and ensure quality standards are met.
  • Facilitate communication and resolve performance issues.
  • Develop and implement reporting formats and manage project documentation.
  • Provide commercial support, interpret payment mechanisms, and evaluate project performance.
  • Prepare financial documentation and report to Shareholders as needed.

     

Qualifications/Requirements:

  • Strong experience managing PFI/PPP contractual agreements (ideally).
  • Solid understanding of project funding structures and financial management principles.
  • Proven ability to build and maintain senior stakeholder relationships, including with funders and public sector representatives.
  • Experience overseeing both Hard and Soft Facilities Management services and ensuring contractual compliance on PFI contracts.
  • Skilled in risk assessment, dispute resolution, and performance monitoring.
  • Strong leadership experience with the ability to manage both direct and indirect teams.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong communication and stakeholder engagement abilities.
  • High attention to detail with strong report-writing capability.
