Title: Living Quarter Area Engineer
ACCOUNTABILITIES
He / She will provide technical support during the Prequalification Process aimed at shortlisting contractors in order to endorse both the VED and the EPCIC10 He / She will provide technical support during the competitive tender for the provision of the VED. To allow the multiple pre-selected contractors to provide their respective VED Dossiers as well as the competition for the provision of the EPCIC10 technical and commercial proposals.
For development of HSE culture on the Package through all phases of EPC, including both onshore and specifically offshore For providing inputs for the optimal Package organization for smooth Project development and technical coordination during VED and EPC phase with the respective Contractors For proper interface with other entities to properly and timely define the integration projects scope of works, For management of the LQ Package in accordance with statement of requirements, NOC specifications and contractual requirements, For delivery of high-quality engineering dossier for VED and all associated documents during EPC phase, For fit-for-purpose design by Contractor that is constructible and that fulfils operational requirements and has low maintenance and running costs, For execution of EPC in line with HSE, cost, planning and QA/QC objectives, For providing technical support with EPC Contractor regarding technical matters. For assisting on Commercial and contractual matters in close coordination with Phase 3.1 Project Manager & CPP Package Manager For planning and coordinating with other Packages for internal technical reviews (Project technical reviews, SPOT, etc.) applicable during VED, EPC and startup phases, For Package progress control (technical, schedule) and that the Package is executed in accordance with the organization's safety regulations, with quality conformance and delivered within the define timeline of the Project schedule, For smooth and timely transfer of installation to the operations
JOB DIMENSIONS
Al Shaheen field development involves several new projects and one among that is Ruya project Batch 1 that will be executed over the period of 5.5 years with CAPEX investment of around 7.0 Billion USD including drillex. The Phase 3.1 called as Ruya Project Batch 1 consists of:
EPCIC 9: Pipe
EPCIC 11: Total 9 WHP including Jackets & Topsides- EPCIC 12:
EPCIC 13: One CPP (approx. 32000MT topsides transportation weight) + Flare tripod + interconnecting bridge to link to the Riser Platform and will be fitted with all production and utility facilities to process Phase 3.1 production.. The LQ will be bridge linked to this package.
Direct subordinates: 4-5 (Engineering, Construction, Procurement, Integration)
He/ She will be based in the Major Projects premises during the VED, CFT stage and will move to contractor's premises during EPC phase (Accountability).
The Job holder belongs to the Major Projects- PMT team and reports directly to the LQ Package Lead and Ruya Project Manager.
ACTIVITIES
To carry out work in compliance with NOC values and policies, relevant laws and regulations, agreed NOC priorities and objectives, NOC standards and procedures and good industry practices, To treat all information obtained during course of the work with confidentiality, To mobilize, organize and manage the teams required to carry out the work and define authority and responsibilities for each member of Package team, To establish and manage a team which is highly motivated and works diligently to meet the Package requirements, To establish lean management system in the Package organization through training, deployment of lean tools and delivery of results, To assist define the Package LOP budget and Work Time Schedule with objective to reduce the costs and optimize the duration and to ensure compliance with these up to Project Close-out, To keep management and shareholders regularly and properly informed on Package schedule with forecast for the Project completion through an efficient reporting system, To interface with Field Operations team members in developing SIMOPS, tie-ins and shutdown scope, philosophy and schedule for the site activities - new LQ installation, hookup, commissioning and integration works, To interface with Ruya CPP Package and with NOC stakeholders for offshore works, To manage assistance from shareholder specialists (remote head office), when required during all phases, To define the Project contracting strategy and procurement (LLI) strategies if applicable, To assist in launch of the Design Competition, EPC tenders from preparation of contracting strategy, CFT and bid evaluations including assistance to the technical and commercial analysis of offers for contractor selection for EPC, To assist Package / Project Manager to compile dossier and make presentation to obtain all necessary internal (validation committees TIF, TAC, CPC, CPAC) and external (Shareholders) approvals for Project contract awards, To ensure timely finalization of contractual documents and contract awards for EPC, To manage Detail Engineering and Construction Works progress including follow-up of engineering and vendor documentation reviews to ensure compliance with design dossier, SOR, Company specifications, Corporate standard and HSE regulation, international codes and classification society rules, To ensure, in collaboration with Engineering Lead that engineering deliverables produced by EPC contractors are properly assigned to and reviewed by appropriately qualified Project personnel within the specified time period, To supervision, control, review and co-ordination of EPC development in compliance with project specifications and procedures, NOC specifications, with respect of cost, schedule and applicable level of quality and safety, To ensure EPC contract management with regards to all technical, commercial and contractual issues arising during Package execution and liaise with CPP Package and Project Manager on regular basis on those matters, To encourage identification of any optimization / improvement in the design dossier to be implemented in the early stage of concept design, To ensure that the design of the LQ meets all statutory host country and, where applicable, international requirements, To ensure that contractor queries are reviewed and responded to in a timely manner, To ensure implementation of the design change process, To manage potential deviations from the NOC referential with the Engineering Manager for final decision on whether to implement or not, To schedule and organize HAZID/ HAZOP/ Project Technical reviews sessions with NOC, Contractors and vendors teams, ensure all necessary technical reviews are planned and executed, and actions closed out in a systematic manner, To ensure engineering support to construction and commissioning teams until handover to operations, To promote alternatives solutions to reduce and to optimise the duration for offshore installations, brownfield works and integration with existing facilities, To e nsure close coordination within team on all engineering, constructability and operational matters, To ensure that relevant feedback from previous similar projects are considered project works performance, To setup and manage weekly and monthly meetings with Contractors, and call specific ad hoc meetings as required, To ensure Company participation in equipment FAT, SAT and other inspections at site/vendor premises as required To participate on follow up on the Project progress and risk reporting, To issue timely reply to various correspondences and issue correspondences on company concerns as required, To manage timely handover of completed projects to Operations, To manage close out of the all the stages of new LQ projects from CFT, Detail Engineering, Commissioning, performance tests completion, settlement of any claims, execution of close out certificates including for warranty period commencement, transfer and archiving of final documentations and issuance of close out reports, To carry out any other duty or task that may be assigned by hierarchical superiors.
CONTEXT AND ENVIRONMENT
Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines. All these activities could be executed across several international sites. Projects will require complex interfaces with other entities of NOC. EPC execution shall take place at Contractor premises, Possibility of multiple worldwide missions or relocations to follow-up engineering development and EPC execution with various contractors. It is mandatory for the incumbent to follow the work locations where the gravity of work is centered through the phase of the project
QUALIFICATIONS & EXPERIENCE REQUIRED
Experience: At least 15 years' experience in the offshore oil & gas project with minimum 5 years' experience as LQ architect/ Engineer, Experience within a project team: At least 10 years' experience at mid-level within large multinational taskforce team environment, Experience in offshore facilities at Design Competition, VED and EPC phase is preferred. Available for technical missions worldwide, Familiar with NOC standards, Total General Specifications, Prodom, MOQ standards and relevant codes and standards, Language: Fluent English, Computer literate, Strong leadership skills and good communication skills, Ability to work on projects in a complex and multicultural environment,
